Hell has a staffing problem.

Ruby Valentina has a tea problem, a closed DMV, and far too much time to notice badly written rules.

A retired government attorney with decades of experience surviving committees, contradictory regulations, and officials who mistake avoidance for policy, Ruby expects her next great challenge to be finding a pirate romance with accurate maritime law. Then a confused demon arrives with a smoking contract and accidentally recruits the one person Lucifer specifically ordered him not to contact.

She hires an IT department, negotiates with the Demon Workers Union, modernizes the torture chambers, investigates hidden accounts, restores appeals, and teaches Hell the radical concepts of written notice, payroll accuracy, workplace safety, and consequences for managerial biting.

Her unlikely staff includes Greeblox, the well-meaning demon who recruited her by mistake; Samantha Blight, keeper of the increasingly active Complaint Jar; Gerald Vex, an accountant whose ledgers are afraid of the truth; Fairfax, a judgmental hellcat with unusual security clearance; and Ethyl, a coffee-loving hellhound who considers personal property a negotiable concept.

But Ruby’s reforms are not merely inconveniencing incompetent managers. Someone is profiting from Hell’s disorder. Someone is willing to sabotage the new system, erase records, and order Ruby’s death to preserve the old one.

When Lucifer returns to find his kingdom cleaner, safer, unionized, and dangerously close to accountable, Ruby must prove that reform is not rebellion, mercy is not weakness, and no ruler, demon, angel, or ancient authority is above review.
